my brother had this problem in an apt. he had once. His was caused by hard water and it seemed to come out the of tub more visibley because unlike the sink faucet, there wasn't a screen/filter in the tub faucet. Also it seemed as though the hot water loosened it up more which was why it didn't come out so much w/cold water.
He would just take a q-tip and clean out the opening of the tub faucet periodically, it seemed to help.In my bath tub i run the hot whater for about 1 minand this black suff comes out and it only comes out of tub

try cleaning the faucet if this doesnt work it could be your hot water tank, i had the same problem when i moved into my house, my husband was fixing something and had the water shut off for the day and when he turned the water on i tried to run a bath for one of the kids and this happened, we called the gas company in and they replaced the hot water tank
