Why does hot water (bath, hot tub) feel relaxing, but hot weather feels uncomfortable?

Even if they're the same temperature. I don't necessarily feel ';hot'; when in a hot tub...just comfy and relaxed. But when it's hot outside, it's uncomfortable. I know that not everyone is uncomfortable in hot weather, and not everyone likes hot tubs...but I don't think it's crazy to assume there are others that feel the same as I about this. Do you know why?Why does hot water (bath, hot tub) feel relaxing, but hot weather feels uncomfortable?
Air is an insulator, while water is a conductor.


Meaning 70 degrees outside is hot.


But 70 degree water is cold.
