Why does hot water (bath, hot tub) feel relaxing, but hot weather feels uncomfortable?

Even if they're the same temperature. I don't necessarily feel ';hot'; when in a hot tub...just comfy and relaxed. But when it's hot outside, it's uncomfortable. I know that not everyone is uncomfortable in hot weather, and not everyone likes hot tubs...but I don't think it's crazy to assume others feel the same as I about this. I dunno, I feel the same way too. I love hot showers and things like that, but when it is hot, and I live in FL, so I know hot, it is just awful. I think a part of it is the thick, uncomfortable feeling of the air.
